　　【内容提要】本文深入剖析了信息权利的基本内涵，探讨了邻近范畴对信息权利享有的影响与作用，指出实现同等主体特别是公民的信息权利平等的对策，认为提高信息权利意识、强化主体信息能力、优化客体信息条件、强调信息义务观念是重要措施。

　　【英文摘要】This article analyzes the basic meaning of the information authority, and discusses the effect on the enjoyment of information rights by related categories, indicating the measures to achieve equal information rights for all subjects, especially citizens. It considers improving awareness of information rights, strengthening the information capabilities of the subject, optimizing the conditions of the object information, and emphasizing the concept of information obligations as key measures.
